Educating voters and supporting candidates

in the second Palestinian legislative elections .

Al Hares Center for Studies and Media has implemented a project entitled "educating voters and supporting candidates in the second Palestinian legislative elections".

The project included (34) educational sessions for voters to explain the new elections law, and 12 election forums that were executed during the period between 1/12/2005- 31/1/2006. The number of beneficiaries exceeded (3039) persons.

The project was supported and financed by "Tamkeen".

The project main objective :

Enable the public to practice their right to elect their representatives easily and freely.

Target group:

Palestinian males and females aged between (18-35) years who have the right to elect.

Achievements:

1- Implementing (34) educational sessions in (18) different places in Bethlehem district.

2- Holding (12) election forums.

3- (3039) people benefited from the educational sessions.

4-5 out of (6) competitive lists participated in the election forums.

5- (95) candidates took part in the election forums.

Project title: Working with Voters

and Non Partial Monitors

Al Hares Center for Studies and Media has implemented a project aiming to guide and educate voters in the third phase of the Palestinian local councils elections.

The project covered (8) villages and towns in Bethlehem District during the period between 15/9 and 15/10/2005.

The project included (16) educational sessions and two election forums in each site one for males, and the other for females audience. (2005) people benefited from the project.

The project was supported and financed by "Tamkeen".

Proposed Objectives :

•  Providing equal chances for candidates to contact voters.

•  Training and qualifying neutral observers to guarantee a transparent election.

Achievements:

•  Election Forums:

•  Implementing (16) election forums in (8) places,(3) hours each.

•  (31) out of (38) competitive lists participated in those forums.

•  Executing two additional workshops (6 hours) to train and qualify targeted monitors.

•  Election Monitoring Report:

•  Al Hares Center has carried out a specialized training sessions (105) for (83) volunteers from January to March 2005.

•  Al Hares Center has monitored the third phase of the local councils elections, (30) independent monitors have observed the election process in (8) sites.

Project Title : Enlightening and guiding

Voters in the Palestinian legislative elections. 

Al-Hares Center for Studies and Media has implemented a project entitled "enlightening and guiding voters in the Palestinian legislative elections". (34) educating sessions were carried out during the period between 15/7/2005 and 15/9/2005 , (1167) voters have benefited from the programme.

The programme was supported and sponsored by "Tamkeen".

Project's main objective :

Educating voters about the importance of elections and explaining the new election law to them.

Sub objectives :

•  Educating voters to distinguish between similar election forms.

•  Planning and executing open meetings and dialogues about the various election forms and their significance.

•  Contacting and working with (17) male and (17) female groups aged between 18 -30.

Achievements:

1-Building the working team and completing all logistic preparations on time.

2- Contacting local institutions and community leaders and social activists to recruit them for the project's favor.

3-Chosing members of the target group in cooperation with local councils.

4-(35) educating sessions were carried out in designated areas (17) for females and (18) for males.

5-Educating (1167) voters including (486) females.

Circulating (1000) educating pamphlets.

Project Title :

Encouraging the voters' participation in the second phase of the local councils' elections and arranging election forums to enlighten voters of candidates' programmes.

Al-Hares Center for Studies and Media has implemented a project entitled" educating voters and arranging election forums in the second phase of the local councils elections".

The project was executed between 15/3/2005 and 30/5/2005 and (2038) people have benefited from its activities.

The project has been financed and supported by "Tamkeen".

Project Objectives:

1-educates and activates independent voters to guarantee a wide range participation in the oncoming elections.

2-enabling voters to face candidates through planned forum elections.

3- supporting non partial candidates particularly women.

Achievements:

1-the project covered five local councils.

2-(16) educating sessions were carried out.

3- (6) training sessions for independent candidates were implemented.

4- (10) election forums were planned and executed.

5- (2038) people have benefited from the project.

6- the percentage of women participation was 22%.

Encouraging the tendency for transparency, questioning, and decision making involvement.

Al Hares Center for Studies and Media has implemented a project entitled "Encouraging the tendency for transparency, questioning, and decision making involvement" during the period between 1/3 - 31/7/2005.The project included (30) workshops and was supported by "World Vision".

Target Area:

Five west countryside villages in Bethlehem District; Hussan, Wadi Fukien, Nahaleen, Battier, and Aljabaa.

Project Need;

We believe that most of the Palestinian leadership bodies either governmental or non governmental were not democratically elected, and therefore not legal. This unfortunate fact had made it inevitable to marginalize the role of younger generation. This project aimed to encourage the youth to demand their rights and to provide them with the necessary means.

Achievements;

1- implementing (30) open sessions according to the plan.

2-founding six committees to follow up people's problems that came out during the meetings.

3- a training course was held to qualify the follow up committees.

4- (1110) people participated in the project activities.

A training of non-partial monitors to observe the Palestinian elections

The center had implemented "A training of non-partial monitors for the supervision on the elections" project supported by "Civil Society and Democracy strengthening Project-Tamkeen held between January 1 st – march 31 st , with a participations of (83) local non-partial monitors.

Project's title :

Training non-partial monitors for the supervision on the elections"

Proposed areas:

Villages West of Bethlehem; Al-khader, Husan, Nahaleen, Wadi Foukin, and Battir.

Project's need:

Every general election needs two kinds of supervision on the elections, international and local supervision.

According to Al-hares experience, Bethlehem district needs 300 volunteers to participate in the local monitoring on elections and most of the people that were found in the proposed area are in need of training and qualification.

A non-governmental committee in the West Bank had been organized to observe the elections, it had elected on Thursday, 31th of July,2003, and there is in need to train & rehabilitate (5000 - 6000) persons at least in the West Bank & Gaza Strip.

The implementation of this project in these areas contributes in increasing tends toward democracy, increase the skills of supervision on the elections, aware them of human rights, and promote them to participate in the election.

Project's purpose:

Train and rehabilitate (75) participants of males & females to monitor the elections at the villages west of Bethlehem, this will be implemented by providing the trainees of 21 training hours, divides them into 11 hours in the field of monitoring and 10 hours on civil education.

Al-hares center for studies & media had dedicated its interests in choosing the project's staff,

Furthermore, the project will involves general issues, such as, elections, supervision, and will educate the trainees about the current election's law.

The timetable:

The project was implemented between the period of 1 st of January/2005 and 31th of march/2005

Accomplishments of this project:

•  (35) training sessions were accomplished successfully and on time "as in the plan".

•  Train (83) persons on the non-partial monitoring of the election, which means (8) more than scheduale.

•  Female's rate was (62.6%)

•  Special celebration for (83) non-partial monitors graduates.
